<div class="ce-paragraph cdx-block ce-paragraph--left">延伸服务触角，破解群众“时空困境”。一是“全时服务”不断档。推行“预约+延时服务”模式，切实解决群众“上班时间没空办、下班时间没处办”的难题。二是“上门服务”零距离。建立特殊群体上门服务长效机制，为老弱病残等群体提供材料核验、签字确认等全流程入户服务。</div>

<div class="ce-paragraph cdx-block ce-paragraph--left">深化流程再造，驱动效能“加速跃升”。一是“一窗集成”减环节。整合登记、税务、水电气过户等业务，推行“一窗受理、并联审批”，群众只需“取一个号、跑一个窗”，就能“办一串事”。二是“智慧登记”提速度。推行“互联网+不动产登记”，通过安徽政务服务网和“皖事通”APP，实现不动产登记“网上办”和“掌上办”。</div>

<div class="ce-paragraph cdx-block ce-paragraph--left">创新服务模式，助力发展“提质增效”。一是“带押过户”破壁垒。推行不动产“带押过户”登记新模式，抵押权存续期间无需提前还款注销抵押，买卖双方与抵押权人同步申请过户及抵押变更，实现“交易、登记、放款”无缝衔接，有效破解二手房交易“资金周转难、流程耗时长”堵点，助力房地产市场良性循环和健康发展。二是“分层登记”活产权。针对企业融资需求，创新工业厂房分层、分幢登记模式，支持分割发证，助力企业灵活抵押融资。</div>
