瀛洲镇：“小积分”撬动“大文明”

<div class="ce-paragraph cdx-block ce-paragraph--{data.alignment}">仁里村两委耗时两周梳理出全村1554名户籍人口、646户家庭信息，草拟4份核心文件，过程中剔除《议事会章程》，将“诚”“德”主题升级为贴合村情的“家风指数”，吸纳村民关于平安建设、村庄管护的5条建议后，最终形成《仁里村文明实践“家风指数”积分制管理办法》。 村里融合“三步四和”家风培育法与现代治理需求，涵盖8大类50小项的《文明实践“家风指数”评分细则》，从“忠、孝、仁、义、礼、智、信”七个维度，对传统文化作出时代诠释。实行每户每年100分基础分和加减分制度，义务参与环境整治按10分/小时加分，违反殡葬管理规定乱建墓穴则扣50分，让抽象的“家风”转化为可量化、可践行的具体行为。</div>

<div class="ce-paragraph cdx-block ce-paragraph--{data.alignment}">2025年，前三季度，全村“家风指数”积分累计发放10174分。积分制实施后，村民参与村庄公共事务的积极性显著提高。参与环境整治志愿活动人次由之前的零星参与增至平均每季度500余人次，村民会议到会率提升约60%，且发言献策质量提高，涌现出一批主动担任“环境监督员”、“矛盾调解信息员”的村民骨干。(郑欣宇)</div>
