绩溪医保多向发力，减轻群众就医负担

<div class="ce-paragraph cdx-block ce-paragraph--{data.alignment}">为切实减轻参保群众就医负担，绩溪医保聚焦县域能力提升和异地就医服务，多措并举，发挥政策叠加效应，助力县域内医疗机构提升医疗服务水平，优化异地就医服务，方便群众就医报销。</div>

<div class="ce-paragraph cdx-block ce-paragraph--{data.alignment}">建立医保大病激励机制，提升诊疗能力。在两家县级医疗机构实施大病医治能力提升激励机制，引导县级医疗机构加强重点学科和人才建设，鼓励医院利用外请专家契机，安排本地医护人员全程参与手术与会诊，学习先进技术经验，持续提升县域内肿瘤、心脑血管等大病诊疗水平，让群众在家门口享受高质量服务，提高县域就诊率，降低异地就医负担，提升基金使用效率。</div>

<div class="ce-paragraph cdx-block ce-paragraph--{data.alignment}">建立低收入人口医保就医定点管理，引导群众合理就医。积极探索特困、低保、监测对象等低收入人口就医医保定点管理，遴选确定县域内2家县级医院和12家乡镇卫生院为医疗救助定点医疗机构，引导特困、低保和监测对象等困难群众合理就医。对确需转院的低收入患者，落实转诊“白名单”制度，对符合“白名单”病种的患者，医疗机构直接推送信息至医保局，由医保局快速办理转诊手续，方便群众异地就医。</div>

<div class="ce-paragraph cdx-block ce-paragraph--{data.alignment}">深化“日间病床”等试点改革，聚焦服务下沉。深入推进乡镇卫生院日间病床付费政策，完善基层医疗机构“日间病床”服务协议和管理规范，有效破解“挂床”“低指征”住院等难题，有利于基层医疗机构提升服务能力，引导常见病、慢性病患者下沉基层就诊，促进分级诊疗，提高医保基金使用质效。今年以来实施日间病床结算377人次，基金支出25.04万元，群众就医便捷性和可负担性明显提升。</div>
