扬溪镇楼基村：以 “家风积分” 为抓手 激活基层治理新效能

<div class="ce-paragraph cdx-block ce-paragraph--{data.alignment}">扬溪镇楼基村作为全县“家风指数”积分制试点村，通过建章立制、建强阵地、创新宣传三维发力，构建“积分+”治理新模式，以“小积分”激活乡村治理“大效能”。</div>

<div class="ce-paragraph cdx-block ce-paragraph--{data.alignment}">建章立制强框架。组建由村“两委”、老党员、村民代表等12人组成的积分审核小组，经“四议两公开”程序制定管理办法及细则，围绕8大维度设基础加分项，增设产业发展特色加分项，绑定村集体经济增收重点工作。建立“季度收集、公示、兑换”机制，累计收集村民意见37条，修订细则4项，确保积分管理公开公正。</div>

<div class="ce-paragraph cdx-block ce-paragraph--{data.alignment}">建强阵地固根基。高标准打造“和美超市”积分兑换阵地，落实“六有”标准，配备生活用品、生产物资等20余类商品，指定2名专人运营。截至目前，超市累计兑换积分1200余分，服务村民200余人次，引导村民主动参与环境整治、公益服务等志愿活动30余场，推动治理“旁观者”向“参与者”转变。</div>

<div class="ce-paragraph cdx-block ce-paragraph--{data.alignment}">创新宣传扩实效。发挥56名党员先锋作用，开展“一对一”政策宣讲80余次，覆盖老年群体等重点对象。线上依托微信群推送信息50余条，线下组织集中兑换活动4场，分享先进典型12例，构建“一人带一家、一家带一村”的传导机制，全村参与村级事务积极性显著提升，乡风文明持续向好。</div>
